Occassionally your line may have an issue that results in a phone which is working perfectly but is unable to receive any calls to it.

This is sometimes due to a call being stuck on the line, this does not mean that somebody is on the other end but it essentially makes your phone think that it is in use and is unable to receive a call and diverts it.

To resolve this issue, attempt dialing this two codes from the phone with the issue.

and

#3323*

This should clear the line of any traffic or stuck calls.
